I just register without having any friends nearby, if you ask how!? it's so simple just follow the steps and when the QR code page came, go out and press signup again do this till you go to a new where you have to put the verification code.
another thing I live in Iran, and while I was signing up I turned off my VPN but after I got to the code verification page I turned on the VPN back, I suggest you follow these steps.
if the VPN is on you cant get to verification page and then if you not turn it on back your code would not be accepted
