This is an app called stream link and I am able to do exactly what you just asked for from my phone but see it on my TV thats casting my computer it's pretty cool I think thats what you're asking for right?
Depending on the version of your Chrome browser you can click cast in chrome, click the sources drop down and select desktop. Then cast to the desired device

Open Google Chrome on your PC—you’ll need it to mirror your screen.
Click the Chrome menu button and choose “Cast” from the list.
Click the dropdown that appears to cast a Chrome tab, cast your entire desktop, or cast a video from a supported website like Netflix.
What you have to do to be able to see your computer screen on TV with a Chromecast is to open Chrome, click on the options icon (the one with the three dots), and choose the Send option. A window will automatically open to connect to the Chromecast, although by default it is preconfigured to send only one tab. Now you have to click on Send to that appears in the blue bar of the Chromecast connection window, and the screen sharing options will be displayed. By default, the one chosen is Send Tab, but if you select Send Desktop, you will send the entire screen as you see it on the computer
