First you need to login to be able to comment then click on a question under the question there will be an empty box with a green button written post under it write your comment in the box and click the green post button under the box and your comment will be added

When you answer a question and someone gives a reply you can go to your account by clicking your name on the page where the question and answers are your name is there below around where there are some crypto addresses click on your name it will take you to your account you will find the reply click view reply then it will show you the reply under that there will be a reply button for you to reply click it a box to add comment will appear

Seeing your problem in replying and not getting reply button I can say that you are using an app 😂😂 reply button is only available in the web.
