Unfortunatly that wont work very well. The way you "improve" quality is that you increase sharpness and play with the levels. The problem is it often does not look very nice or very watery.
The best way is: Reverse Search it on google images and search for the same pic with higher resolution.
If you cant find it then you need to look for tutorials on how to sharpen images for "https://pixlr.com/" (its a free alternative for photoshop and you can use it in the browser with no download.

You can have someone recreate the picture for you, that is if they are able to properly read the words in the small font. This is a much better idea especially since you get the opportunity to add any new details you desire
